Sheila McMullan is a higher education leader with the proven ability to build positive relationships between faculty and university administration, concentrating on academic quality, strategic mission, support services and fiscal responsibility. As an experienced finance executive, she is able to manage multiple layers of revenue and expenditures for positive net outcomes. She has a proven track record in strategic planning, building successful programs, creating international partnerships, and developing systems to forecast mission success and monitor operational progress. She has a wide range of experience in negotiation and conflict resolution as well as legal issues involving labor disputes, faculty research expenditures, and student conflict.
She currently serves as the senior associate dean for the Veterinary Health System at Colorado State University. In this role she is responsible for the overall strategic vision and implementation of the VHS to include governance, infrastructure planning, policy development, fundraising, and resource allocation. She works to ensure the VHS is in alignment with CSU policies, state and federal laws, sponsor requirements and any other applicable, governing regulations or restrictions. She mentors and oversees the leadership of the VHS, including directors, technical professionals, operational staff, and administrators.
Prior to CSU, she served as the interim managing director for the Georgetown Global Health Institute. Under the direction of the executive vice president for the medical center and office of the president, she was responsible for building the infrastructure and five-year strategic plan for the Institute. Prior to that role, Sheila served as the executive vice provost for Loyola University of Chicago where she was responsible for the operational activities of the office of the provost and chief academic officer. This work included strategic planning with school deans, resource allocation, student academic development, institutional reporting, and faculty governance. For over twenty years, Sheila served in various leadership roles at the graduate school of arts and sciences at Georgetown University, where she oversaw the strategic direction of the school, finance and budgeting, admissions, financial aid, program development and student services.
